Clarifying responsibilities, focusing on problems and emphasizing on actual combats, Hainan Chengmai County has continued to deepen and expand the results of “Investigating Choke Points, Solving Problems and Promoting Development” (hereinafter referred to as “Investigating, Solving and Promoting”) this year in the activity “Construction Year of Capacity Promotion”, accelerates the improvement and construction of cadre team capacity to provide skill support and team guarantee for the construction of free trade port and the high-quality development of Chengmai.

Combatization and Professionalization of Cadre Training

A recurring problem usually indicates a loophole in the mechanism; Problems in contract approval and signing and design drawings checking show the insufficiency of cadre capacity; Project construction being delayed again and again for troubles encountered implies the lack of the spirit to overcome difficulties; Repeated complaints by the masses and media exposure suggests that the people-centered ideology has not been interiorized - In July this year, at the fifth promotion meeting of the activity “Investigating, Solving and Promoting”, Chengmai selected three typical cases carefully, analyzed them deeply, and formed a consensus.

In the activity of advancing “Construction Year of Capacity Promotion”, Chengmai perfected the cooperation mechanism, set up a rolling “Choke Points and Difficulties System”, and listened to the opinions and advice of the cadres, the masses and the market entities widely; Embracing the satisfaction of the masses and market entities, it focused on the choke points and difficulties in development, studied training, discussed problem settlement and promoted the close integration of work implementation.

“Make up for the deficiency”. Chengmai innovated the “1+N”(One special education and training scheme; “N” graded and classified, and staged and batched “common” courses) model, established a three-level training system of “County Organization Department - County Party School - Branches of County Party School”, established 16 distinctive “Rural Promotion On-site Teaching Bases” relying on 38 branches of party schools and 23 on-site teaching points to extend teaching scenarios and ensure the full coverage of education and training; Subject projects were set up in agriculture, ecological environment, forestry, administrative approval, administrative law enforcement and other fields to find out problems in promoting practical learning, put forward solutions to problems and drive the implementation and effectiveness of projects.

“Learn what you have engaged in”. Since the launch of the activity, 8 cadres have been selected to study in provincial organizations and key parks and enterprises in the province to improve their capacities in policy grasping and practice and innovation. 56 outstanding young cadres were selected and sent to key projects, rural revitalization frontline and other positions in the county for experience and toughening, and young cadres were encouraged to harden themselves in the frontline of free trade port construction and on the urgent, difficult, dangerous and important positions. Job responsibility training was carried out by centring on the optimization of work processes, improvement of work efficiency, and listization and projectization of key works.

Business environment is the “Golden Bowl” for the construction of Hainan Free Trade Port. In April this year, Hainan piloted enterprise chief service commissioner system in the whole province. As one of the five pilot areas (counties and key industrial parks), Chengmai took the pilot work as a project in “Technology Rewarding System”, quantized the evaluation standards and introduced check measures to build a work system consisting of “One Procedure, Two Coverages, Three orientations, Four Brands and Five Mechanisms”, zealously solve the outstanding problems encountered in the development of enterprises and promote the continuous improvement of the business environment.

Normalization and systematization of cadre training

The main leaders of the County Party Committee took the lead and members of the leading group led in first-line teaching, first-line research and problem solving. The organization department set an example and guided the way, and the discipline inspection department executed the standards seriously......To ensure the strong and orderly promotion of the activity, Chengmai selected 54 highly capable officers and divided them into 6 working groups and 4 inspection groups to set up a working mechanism of “Supervision at regular intervals + Investigation at inregular intervals” and a rating mechanism of “Rewarding and Punishing List”, giving full play to the evaluation functions of “wind indicator” and “baton”.

Continuous capacity enhancement needs to be guaranteed by normalized working mechanism; Long-term implementation also needs the constant improvement of mechanism.

To solve the contradiction between working and learning, Chengmai constructed a diversified platform such as night school, night training classroom, online and offline training, etc. Focusing on theoretical level, professional ability and practical skill, centralized learning training and cadre self-study were combined to form an assessment and test mechanism, so as to promote the development of “leaning skills” for cadres. In the frontline of the activity, cadres were tested and detected with actual results, with advanced cadres being encouraged and backward cadres being spurred on to form a clear system orientation of “able cadres being promoted, excellent cadres being awarded, and incompetent cadres being relieved, forcing cadres to improve themselves.

With “One Account, One Group, and One List”, Chengmai organized cross-department, cross-field, and full-chain joint research to promote the improvement of cadres’ collaborative ability to tackle key problems; Paying attention to system integration and innovation, and dually drove by “problem solving + rules and regulations establishing”, Chengmai institutionalized mature practices, standardized effective measures, and regularized the results of the activity to provide institutional guarantees for the resolution of difficulties and problems in development.

Through the solid implementation of the activity “Construction Year of Capacity Promotion”, Chengmai encouraged the cadre team to develop the attitude of “wanting to work”, the skill of “being able to work”, and the tenacity of “doing things well”. At the end of May this year, Hainan Province released the results of the first-round dynamic evaluation of the deepening and expansion of the activity “Investigating, Solving and Promoting” and Chengmai County ranked high among 19 cities and counties in the province.

In the first half of this year, the growth rate of Chengmai County’s GDP was higher than the national and provincial average; Its local general public budget, income of urban and rural residents, fixed asset investment, and total retail sales of consumer goods outperformed the provincial average. Its import and export of foreign trade grew at a high speed against the trend and the trade in goods increased by 229.3% year-on-year, which was 173.3 percentage points higher than that of the whole province.
