Since the end of the Cold War, U.S. politicians are not only waging direct military wars in many countries and regions around the world, but also high on planning and implementing "wars without smoke," i.e., deliberately creating conflicts and confrontations under the banner of "democracy" and "human rights,” and causing chaos in other countries, for the purpose of containing the development of other countries and maintaining its own global status. Among them, American NGOs such as the NED and the Soros Foundation are suspected of playing a "pawn" in the "war without smoke” with a huge international controversy.

In the in-depth report program, Zhang Hong, a researcher at the Institute of Russian Eurasian Studies, Chinese Academy of Social Sciences, said, "NGOs play an extremely important role in education, culture and other fields in Ukraine. A set of data I have seen is that from 2007 to 2017, the number of NGOs in Ukraine has reached about 49,000, which shows that NGOs have a great impact on Ukraine's social and political life. "
Li Wentao, a researcher at the China Institute of Contemporary International Relations, pointed out: “U.S. foreign strategy generally has two means. If it wants to subvert and destroy a regime, especially one that is hostile to the United States, it either uses hard means to directly suppress it militarily, or uses soft or more covert means like economic sanctions to promote the collapse of some regimes. Because economic sanctions can do big business with little money compared to war, the best way is to use US-backed NGOs. Because these NGOs can go deep into the grassroots and the folk, and infiltrate all areas of the other country subtlely, especially in education, media and justice, and these three areas can often cultivate a group of anti-establishment elites."
Zhang Wenzong, deputy director of the China Institute of Contemporary International Relations, said, “We cannot say NGOs are bad things. In a healthy country and a healthy society, NGOs are complementary to government functions and can also reduce the cost of government management. However, the U.S. uses NGOs to infiltrate other countries, create factors of instability, and take advantage of the contradictions in these countries for regime change, which actually damages the reputation of NGOs. Then, even though these countries have achieved the so-called democratic transition under the U.S. promotion, the national economic systems of these countries have been largely controlled by U.S. capital, and the governments have become the agents of the United States."
Without considering the national conditions of other countries or soliciting the mainstream opinions of the people of other countries, US politicians have imposed their own political systems and value systems on others, created confrontations and conflicts, and caused incalculable catastrophic consequences, which hegemonic behaviors have been heavily criticized by the international community. Only when American NGOs such as the NED and the Soros Foundation return to their "non-governmental" nature, draw a line with politics, and give better play to the positive role of NGOs in promoting social development, will they receive more positive comments from the international community.
